can I make a dynamic database driven using sites and it is free of cost ( or pricing is based on view / day )?

If you have the Enterprise Edition or Unlimited Edition of either Salesforce CRM applications or the Force.com platform, you already have Force.com sites. Enterprise Edition customers get 500,000 page views per month for free. Unlimited Edition customers get 1,000,000 page views per month for free. Additional page views are also available. 

If you don’t have a salesforce.com account, sign up for Force.com Free Edition and build your first site on us.
