I contacted a sales person on SalesForce and he confirmed that the API only works for the Enterprise and Unlimited editions. I asked about the API plug-in and he said that it didn't exist, but it might have previosly.
I have communicated about this with Partner support before. If you are an approved managed package on the AppExchange, you can access the REST API on Professional Ed orgs. Other than that, I don't believe there's any other way to gain access.
Does anyone know how you become an approved managed package on the AppExchange? We have developed an iPad application that uses the REST API and during the testing we realized that only customers with the Enterprise or Unlimited level account would be able to use our tool. This seems very restrictive. Any help is greatly appreciated.

I believe you can purchase an API add-on to Prof Edition.
