Site.com availability in Sandbox

I have read that Site.com is not available a Sandbox org and only in Production or Developer orgs. Is this still true?

Yes this is correct - Site.com is not available in sandbox.

Starting Winter 14 site.com is available in sandboxes. You need to copy the .site file from the sandbox to your production organisation. That will start reflecting the changes that you have made to the site in the sandbox.

Though site.com is available in developer organisations but you cannot publish a site from a developer org.
