According to the docs at:

http://login.salesforce.com/help/doc/en/users_understanding_license_types.htm

Authenticated Web Site users don't have access to content. It looks like you need the 'full' (i.e. not high volume) customer portal license for that.

They can access content deliveries though, as you can put the delivery link in a site page.
