Number of Flow Versions Clarification

Documentation says that "a single Flow may have up to 50 versions".

 

Is this the case even if the version is deleted? Trying to understand if it means 50 versions in the UI or that no matter what's been deleted, you cannot increase the version past 50.

50 versions currently. Not deleted or previously active or anything like that.

Sorry but I'm still confused. So when we say "50 versions". I create 40 versions. I delete them all. Now I create 10 more. This means I'm done with that Flow? So I only see 10 on my screen (since I deleted other 40). I would now have to clone the Flow and create a new one? We have a managed package with a number of Flows. We'd often make a small change and then to test it we have to activate it. So we are already at version 20+ with a number of Flows so I'm trying to understand if we have to approach testing it differently now if we get shut off at 50.
