Is Visual Workflow Available to OEM / ISV Partners

Is the visual workflow available to ISV and OEM partners to use as a part of the platform, and Is the cost of this included in the OEM license ?

Visual WOrkflow is a core feature of he platform and is included in all EE and UE editions of the platform. So, if you are an ISV, you can build your app to include it, but will be able only to install to EE/UE subscriber base.
