How to give a user rights to edit page layout?

Hello,

 

I want to let a user with "Basic user" profile to customize his own Opportunity page layout. 

 

How can I do it? There's no link "Edit Page Layout" on this page, and this user can not create a layout from Setup menu. There's no "New" button.

Hi ,

 

For each object, If you go to page layout option for any object you can see an option like Page Layout Assignment. If you click on Page Layout Assignment it will show you a different page where you can see Edit Assignment Option for All users.

Well, this solution needs to be performed by System Administrator and it will affect all the users with particular profile. And Im wondering how can I make a user with "Basic User" profile be able to edit his own page layout.
