This situation is made more critical due to a related problem: Date constants in a workflow rule are interpreted using the individual record owner's date format. If you are an international organization with users in different countries, you can't build a global rule, since it will be interpreted differently depending on the owner. In theory, you can duplicate the rules including a test for the data format, but with the additional limit on the number of rules and the number of expressions in a rule, this quickly becomes unfeasible.
Great question. Terrible answer. No, you can't. This seems like a really good feature to get into an upcoming release. No sure how else you would use a date unless it has a reference point, even without the offset. Seems like there should be a Today on the left as a field, or a TODAY as a special value on the right.
