Related List Sections

1)  Is it possible to add the 'Notes and Attachments' related list section to Lead page layout?

2)  In a more general sense, is it possible to customize related lists?  Can we add new related lists?  Can we edit existing lists?

1) Nope. Tell your leads to be patient, once they become Contacts/Accounts, they can have Notes & Attachments

2) As of Summer '05, yes! "Customizable Related Lists" used to be only for custom objects, but the standard objects got jealous, so now standard objects have them, too! Just go to the object's page layout, then edit. You can reorder the related list section, remove lists, add lists, and even modify how each individual list displays. Have fun!
