Can a user with R/O privilege actively participate in the chatter on the record?

Can a user with read-ony privilege "follow" the record in Chatter? More importantly can the user with Read Only access to the record actively participate in the Chatter on the record - sort of like a discussion board?

Hey there,

 

I just checked in our org for our R/O users and yes, they can actively participate on chatter feeds and make comments regardless of write permission. I think the caveat on this however is that if they cannot see the record, they cannot participate (which makes sense).
