Unfortunately there are no APIs for this functionality. Your best bet is to use a solution partner of salesforce.com's that does document management, like iCentera's iSuite: http://www.salesforce.com/partners/solution-detail.jsp?id=a00300000001tueAAA, or integrate a free content management system, like OpenSourceCMS, with salesforce.com, using scontrols (http://www.opensourcecms.com/).

Noticed the question asked, and thought I would mention our solution.  Our company is on the appexchange, and integrates with salesforce in ways that provide all relevant documents to appear automatically whether your in a specific account, contact, opportunity, et cetera.  NetDocuments is a partner with LexisNexis, and known in the legal market.  We are now offering document and email management tools to the various non-legal markets.  We have a free trial that might be worth looking at.
