How can create a page lay out in a tabular fashion so that I can create multiple records in the same page?

The declarative (point-and-click) customization capability of the platform is tremendous, but it does not support this particular use case.  As such, check out Visualforce and Apex, which will allow you to code up any form inside salesforce.com.
