wsdl Enterprise-login

I generated a WSDL Enterprise in Sandbox (Unlimited Edition) to connect with another system.

Do I need to create an username and password to allow the other system to connect with Salesforce using the WSDL?

I couldn't quite understand your question.
WSDL is used to connect to the Salesforce Org.
Enterprise WSDL is specific to an instance and Partner WSDL can be used across many organizations.

And yes, it would need a username and password in the org to which it is connecting.
