Does any one developed custom Chatter application same as Current Std Chatter?

I need to devlop custom chatter application same as current std chatter application  but I am not if we can  develop custom chatter application using Apex code

Thanks John. This is very helpful.  I am just wondering how much time it will take to complete Custom chatter devlopment same as standard for 1 person.:(
