association between connected app and user

Are the OAuth enabled Connected Apps tied in some way to the user that was logged in when they were created?  Or can an admin create these and then allow other users to obtain authorization\access?  I'm not clear on the correlation between the connected app and the credentials used during authorization.  Thanks...

Yes, Connected apps can be created by an admin or any developer and users registered(who pass the Authentication/OAuth) to use this connected app can use this application - you can take the example of salesforce for outlook.

This is registered as a Connected app and any user authorized to use it can install and use the application - hope I understood your question and the info helps!
