I wanted to have and email template and user can input to address

Is it possible to provide user to input a toaddress  for email template  while sending an email?
If so how can I do that?

if you are using the standard "Send an Email" button on the records to send emails, then there are fields to add To, Additional To, CC / BCC email addresses along with selecting an email template..
