Read permission on an object gives the access to view records that are either created by users themselves or any record that is being shared by sharing rules/role/manual sharing. On the other hand View All permission will override all sharing rules and gives view access to all the records whether or not they are shared with the user.

There is no Permisison called View.The Question is about 'Read' and 'View All ' . and the difference is clearly mention by Ramu_SFDC and on the links he posted.
By using read permission we can see the records based on the shaing settings of user but when it comes to view all it will override all sharing setting of an object we can see all the data .
