why we need to create partner portaluser,customer portal user in salesfoce insted  of creating  normal users how it defer from normal user login

Partner Portal or Customer Portal users have limited access to the data in salesforce. This is done to ensure that not all data is seen by the portal users.

Also normal Salesforce User licences are costlier than the Portal user licences.
