Entity Locked error message when trying to create a new trigger

Hello Community

I am new to Salesforce and I am wanting to try and write a new trigger but I am getting an error message saying Entity Locked.  Cannot create Apex Trigger on an Avtive Organisation . 

Can anyone help? I tried logging a call with Support but they redirected me here for help
