How to Enable Public Tags in an org?

I tried to enable tags, I go to Customize -> Tags, I can only see Enable Personal Tags checkbox, but I don't see Enable Public Tags checkbox. Is there another setup to enable Enable Public Tags?

Both the developer guide ( http://my.safaribooksonline.com/book/programming/forcedotcom/9780978963958/reaping-value-through-reports/ch06lev1sec2) and the help doc ( https://help.salesforce.com/apex/HTViewHelpDoc?id=tag_records.htm&language=en_US) both mentioned that there are public tags and personal tags. But in my org, when I go to customize ->Tags, I can only see the check box to enable personal tags (see attached screen shot). Is there any other setup needed in order to enable public tags? I tried searching online, I couldn't find any information related to the topic. Could you please also recommend some document which has more information about tags, such as how it works, is there any metadata API which can access/change the tags, is tags a kind of metadata which can be packaged instead of admin setting it up for each env?
