Chat functionality enable for some users.

 Hi, is there any way to enable chat funtionality for some perticular users?

There is standard chat functionality provided by Salesforce using Chatter.

You can enable chatter and then you are good to go.

There is checkbox called enable chat which will enable/disable for entire org., i want to enable for some users and am talking about "chat" functionality not "chatter".

I am not sure whether you read it properly or not.

Chat feature is part of Chatter only as it provides live messenger functionality for Users through Chatter.

If you disable chatter,you won't be able access chat,so I would suggest to read it properly. 

As per your question whether you can disbale it for some particular users,the nnswer is 'No' as of now.It is org wide feature not user wide.
