I am not sure whether you read it properly or not.
Chat feature is part of Chatter only as it provides live messenger functionality for Users through Chatter.
If you disable chatter,you won't be able access chat,so I would suggest to read it properly.
As per your question whether you can disbale it for some particular users,the nnswer is 'No' as of now.It is org wide feature not user wide.
