Hi,

You can use Eclipse Juno (4.2) or Eclipse Kepler (4.3).  For Setup and Installation steps find the below link,

Here are a few other options if you're curious (or if you're like me an run into install errors on Eclipse)

This one's arguably better than Eclipse and most devs I know use this:
MavensMate - http://mavensmate.com/

These two are best if you're just starting off (since no install is required):
Developer console - click Your Name >> Developer Console after logging in to Salesforce
Web UI - log in and go to Your Name >> Setup >> Customize >> Any Object >> Triggers
