how to configure group or professional edition using your developer org

Typically if you want to perform some configuration in a developer environment and then migrate it across you would need to utilize the metadata API to deploy however these are unavailable for both Group and Professional edition (see documentation here (http://www.salesforce.com/us/developer/docs/packagingGuide/Content/dev_packages_api_access.htm) for list of available APIs for GE and PE). With PE and GE orgs you do not get access to sandboxes either so will need to do the configuration into the system directly. 

So the short answer is that you cannot configure a group or professional edition org using a developer edition.
