In which environments app package is possible to post the app in app exchange ?

Hi,
You can create a package from Developer org,EE org,Ultimate edition .But for this you need a Partner Portal login also which gets you registered with Salesforce as Registered Partner initially.After that you move to upper level like cloud alliance partner,silver ,gold partner.
