Is it necessary to move from sandbox to production? which type of tool is best to migrate from sandbox to production?

Hi,

Sandbox is a testing and development environment and production is live data environment.Its aim is to continue testing and development tasks without disturbing live data of org owner. There is ANT migration tool, change Sets and you can use Eclipse IDE also.
