User has no access to contact dispite profile and Permission set CRED

hello, 

I currently have a user that cannot create a contact dispite giving his profile all CRED and assigning him a permission set with CRED on contact
Can you please help.

When you say that user has no access to Contact, do you mean that user is not seeing Contact Object or when the user clicks on Contact object it is throwing error? please confirm.

Sorry , the user cannot create contact , sorry about that

The issue could be with Profile which is associated. When the profile allows create on an object, the users should definately see 'New' button on that object and should be able to create the record.. Verify if the correct profile was assigned to the user and also the premission provided on that profile.

Is the user getting any error? if yes, please provide the screenshot.

in the profile he has no permission on the contact standard object , he has all the permission on the permission set : 
the new button appears however when i click it I get this message:

Insufficient Privileges
You do not have the level of access necessary to perform the operation you requested. Please contact the owner of the record or your administrator if access is necessary.
