Usually people will use Salesforce1 to refer to the mobile app for accessing Salesforce from a mobile device.  Often, I've seen it used to refer also to the mobile browser access that is customized for mobile devices and which is different from the "full site" access.  When people use Salesforce, they may be talking about the product as they access it from mobile devices or desktop/laptop devices.
