Need idea for the requirement below

I have to create a Visualforce page and attach that LINK in Email Template to send for my Higher Official ( say XXX ). 
Now when Mr.XXX clicks on the link which I sent, He should have access to EDIT that page. But Salesforce generally not allows that,is that right? 
If I am wrong, give me a solution.

Hi Vigneshwaran,

If i understand right, you want Mr.XXX to be able to edit the Email template ?
under profile > System permission, you'll have the following permission 
Manage Public Templates
It will allow the users with the profile to Create, edit, and delete text emails, mail merge templates, and folders for public email templates.

Thanks for the reply but, When XXX click the link he will be Redirected to the VISUALFORCE PAGE I have done, and he can make changes in that. If you still cant understand kindly through a reply :)

what is in your VF Page that you want XXX to be able to edit ? not the VF itself i guess
