The ability for users to add cc's to cases
Users should be able to add cc's to cases when they create them and to add/delete cc's during the case's life in salesforce

The description here is quite unclear. Cen you describe the use case also let us know what mode user's are using to create Case (web to case, email to case or Portal) .

Hi Pratik,
Add one cc's field which data type is email on case object. When user add new comments on case it's automatically copied to cc's. User's are using to create case(email,web and phone)
I am not sure if we can implement it by configuration, you might need to use trigger. Triggers are available on Case comment object.
You can also use Follow feature of Chatter. You can follow the case to get it's update.
