Hi Praveen,

1. If you are having Reopen button on your case, it seems to be the customization.

You can check the behaviour of Reopen button through Case Buttons.
Case->Buttons, Links, and Actions->click on Reopen button and check the behaviour.

2.You can add the case comment though the case is closed. If you want to disable this, we ll have to customize it.
