Force.com site license

I just got a standard developer force.com license. However, I do not see any way to create force.com site from my instance. Here is a screenshot of when I search for site in my Salesforce instance: Do not see any access to Force.com site in my developer instance.

Apparently, when we login to our non-profit instance, we can create new site. Please let me know what do I need to do create site?

I would recommend you to create a new Developer org https://developer.salesforce.com/signup (https://developer.salesforce.com/signup?d=70130000000td6N)
& follow the steps to access Force.com Sites https://developer.salesforce.com/page/An_Introduction_to_Force.com_Sites

A sample site created for your reference still making changes on this. http://knowledgeip-developer-edition.ap1.force.com/InformationProcess

1) Thread that you mentioned seems to suggest that issues with old accounts. In my case, I just created account 15-20 days ago. I am not sure what Salesforce's packaging is like.  I do plan to apply for ISV but this may take a while.  Though I am new to Salesforce, I find this SF process confusing.  

2) At heart of all, I need to provide a site for external logged in users so that they can manage few forms (corresponding to objects  to update records).  From my research, I see that I have three choices-
 
a) Wordpress/Drupal integration which is out of question due to integration requirements,
b) Sites.com -- which when I talked to sales team, told me that is recently discontinued,
c) Force.com site.  For this,  I not only do NOT have any access. But to make things more confusing official SF Force.com Winter 15 document suggested that we use "Customer Portal" but even that is phased out in favor of Salesforce community. 

This whole thing is very confusing. I would really like to understand from community, how to pick a right solution!

Would really love guidance to pick a right solution.

Thank you BLearn. Though it is strange that between previous developer instance (which was acquired 3 weeks ago) and new -- I see a change. New instance do have site included.  With that I am able to build simple site.
