How to test with "Suspension of Apex Test executions"

Hi all,

Is there any way to run tests according to "Suspension of Apex Test executions"? Or only by deploying to the production?

What do you mean?  Where are you seeing this phrase?  What are you trying to accomplish?

What he means is Salesforce has put a suspension on Apex tests on some sandbox instances. No real ETA on when it will be resolved.
