To add on to Karanraj's post:

You can ask for Lightning Builder to be enabled in your Winter '15 org by requesting it.  However, it is available for everyone in the Spring '15 release.  The Spring '15 release is due to roll out by this weekend to all organizations (http://trust.salesforce.com/trust/maintenance).

When Spring '15 is rolled out to your org, you can find it by going to Setup->Customize->Create->Workflows and Approvals->Process Builder

Lightning Process Builder is available in beta with the Winter ’15 release. To get process builder enabled file a case with Salesforce Support to enable in your org
