creating a project on Eclipse Luna with Force ide v.30

I am having trouble creating a project.  I've tried my username with password.  My username with password and security key, as well as username with password+security key and security key.  

I keep getting errors while trying to  connecting:"Unable to fetch organization details for...gmail.com" and "Connection refused: connect".  Then I've tried offline and it won't let me create any classes or triggers just to code and save.

Hi are you trying to creating a project of sandbox???
If it is sandbox that you also have to change the url address to test.salesforce.com instead of login.salesforce.com
Please check it and also check the Username, Password and security token.

Thank you Rahul for the answer.  It ended up being a network error.  I tried connecting through another hotspot and it worked.  Thank you for your time.
