My understanding is that the Salesforce Higher Education edition (http://www.salesforcefoundation.org/highered_product/sales-cloud/) is equavalient to the standard Enterprise Edition of Salesforce. This will include the standard web service APIs for integration. For most of the APIs there are REST and SOAP based versions. See Which API Should I Use?
