Many to many relationship

Why do we have to create many to many relationship on master-detail and why cant we create many to many relationship on lookup relationship. 
please explain any one about this.

Master details relationship gives a master child relation where when the master is deleted- the child gets deleted which is the case in many to many relationship where there is a similar dependency between the junction object(created to store the child record  in many to many relationship)
