How to manage packages for different client

Hi

We have an application on force.com and we may end up with customization as per client requirements,I would like to have separate packages for each client,how can I achieve it without incurring more cost?

If you are looking to change/customize the package once its installed in the user ORG - you can go for an unmanaged package which can be customized after installation, however, it would have its own drawbacks given  in detail in the link below:
