Description Partner Developer Edition organization, is typically where you'll do your development and eventually package your application. If you already have a Developer Edition organization, you should still sign up for Partner Developer Edition, because it allows more data storage, licenses, and users. Follow the steps below to sign up for a partner developer org.
Resolution 1. Log onto Partner Portal with your xyz@partnerforce.com username and password : https://sites.secure.force.com/partners/PP2PartnerLoginPage? . 2. In the home page, go to the Quick Links section and then click on Create a Test Org. 3. In the Edition drop-down box, choose Partner Developer Edition.
An org will be created and the credentials for the org will be sent to you in an email.

Hi Naga, I can't seem to find anything resembling "Quick Links" on the page you linked to (https://partners.salesforce.com/partnerHome). Has the URL changed?
