Formula not working in Custom HTML Email Template

Cannot get {!IF(ISPICKVAL(Case.Case_Language__c, 'Spanish'), 'here', 'there')} to do anything in a custom email template.

Is it possible to do this in HTML emails?

Please advise.

Change your single quotes to double quotes and try again :)
