First, what edition of Salesforce are you using? I think Workflow Rule is only available in: Enterprise, Performance, Unlimited, Developer, and Database.com Editions.

You can go to Setup, and search for "workflow" in the search box, you should be able to locate it then, it is generally in Setup - Create - Workflow & Approvals - Workflow Rules.

Thanks.

You may want to check the Profile settings for your user profile, so the following User Permissions is needed for the Profile:

To view workflow rules: “View Setup and Configuration”
To create or change workflow rules: “Customize Application”

Hi Vineet ,

Workflow rules are not supported in Professional Edition. But it is available in Professional edition on paying an additional cost.

If you goal is to learn Salesforce, then you should most definitley setup a developer edition which will provide you the environment to experirment and follow tutorials in an organization that is not real.  Be sure to sign up for the developer edition with a personal email and not a work email so that you are not at risk of losing access to the account.

Also, if learning is your goal, be sure to checkout trailhead for great tutorials to compliment your developer account https://developer.salesforce.com/trailhead
