View and Edit disable option in

Hi, 

How to disable the View and Edit option to Notes And Attachment object in particular profile?

Edit and View options on the notes and attachments are tied to the access level of the user for the record, however, the owner can mark an attachment as private such that only h/she can see it aand the admin if he has view all data perm turned ON.
