Sharing rules without using Roles

Is it possible to give someone transfer rights to a specific group of user's accounts/contacts/leads without using the role hierarchy?

In this case OWD should be private for object and in that group only one user should be there who needs that permission..

Then in that object , you can create one sharing rule and provide access..

Goto setup-->sharing setting--> object -->create sharing rule

You can create one group and then to that group you can give access..

I do have a group created for them, but i don't know how to give just one person transfer rights for their accounts.  Is that possible?  If so, where is it in the setup page?
