Can Users be created with Rest API?

I seem to be able to set the fields but upon the API saving I get the following message 
Unable to create/update fields: Name. Please check the security settings of this field and verify that it is read/write for your profile or permission set.

Can I set the security set somewhere?

Figured out I can't set name but should be setting FirstName and LastName
