Penguin - UI Framework

Has anyone used the UI Framework Penguin?
How is it, compared to others like bootstrap?

So I'll be honest here.  I had never heard of penguin before I saw your post.  Given that on github it's only at version 0.0.7 I would probably not use it for anything that I have to maintain for the long term or would require that it work all the time on all devices.  Bootstrap (and some other like material) have had more time to bake and are well supported and documented.  While it might be fun to play with, I'd stick with something a little more well known for any real projects.
