I don't think so, but you an sign up for 2 developer edition accounts with one org each. You can use Salesforce to Salesforce to share objects/data between the two.
Note: Salesforce to Salesforce is meant for "Sharing" new/changed data not to "Sync" exising data to keep both orgs the same (but if you have 2 new orgs then you don't need to worry about syncing existing data).
Sharing can be manual or automatic. Note while most objects including custom objects are supported, not all of them are.
