Need to create a new page layout for the object WPD Task = go to the object WPD Task and create a "New" page layout
for the MRS Operational Multi User profile and assign this new page layout to MRS Operational MultiUser profile".
= once a new layout is create, click button "Page Layout Assignment" then click "Edit Assignment" and assign the new layout (using Page Layout To Use:...) to the MRS Operational MultiUser profile

This should pretty straight forward as soon as you know what things you CANNOT do in Salesforce.com. This is obviously case of bad wording. 'object WPD Task' is most likely either 'WPD' custom object, or 'WPD Task' custom object, or Activity > Task of 'WPD' record type. 'Operational Multi User' is profile name. So, when you have page layout for the object ready you go to Page Layout assignment screen and for all available record types on 'WPD' object, or 'WPD Task' object or 'WPD' record type of Task object for 'Operational Multi User' profile, select your new page layout.
