How can I create a clean - new dev instance?

Hi all. I have a dev instance that I use for test purposes. I know that the answer to this question is simple - how can I create a separate, different org that is clean? I would like it so that I can discuss base functionality with clients.

fill in everything, make sure your username is UNIQUE

You can reuse your old email address but again your username has to be UNIQUE
