Outbound message Endpoint URL of the Same sales force org

Hi, 
I have created rest web service and trying to entered endpoint url to outbound message. How can do this?

Create a Public Site and give access of this class to Guest profile.

Once rest service is on public site then it could be used in Outbound Message.
