Lightning Error when logging it via SF 1 desktop browser in Sandbox

I am getting this error when logging via SF 1 desktop browzer via "/one.one.app" Lightning Experience is enabled for your organization, but not yet for you. Want to give it a try? Ask your Salesforce admin.

Change your URL to this format :

In our case we don't want to activate Lightning Experience yet and still want to access the SF 1 through the desktop browser via "/one.one.app", however we also get the error: Lightning Experience is enabled for your organization, but not yet for you. Want to give it a try? Ask your Salesforce admin. And redirected to https://cs21.salesforce.com/ui-global/lightning/accessDenied.jsp.

Creating a permission set for the user with Lightning Experience permission won't help.

Can the SF 1 through the desktop browser via "/one.one.app" be accessed, without Lightning Experience activated?

The Salesforce1 Mobile browser app doesn't work on a desktop browser. While the ability to use a desktop browser for Salesforce1 Mobile Browser App isn't supported, there's a workaround you can try which is also mentioned in the following article:
