Insufficient privilege downloading email logs as Log In as Admin user

As an ISV, I've been given support access by my customer to debug an email issue. I'm Logged In as Administrator. And, generated an email log to download, however, when I try to download the zip file, I am getting:

"Insufficient Privileges
You do not have the level of access necessary to perform the operation you requested. Please contact the owner of the record or your administrator if access is necessary. For more information, see Insufficient Privileges Errors."

How do I get the necessary privileges?

Salesforce recently locked down the LoginAs ability to retrieve this kind of data from subscriber orgs.  Can you ask the subscribe to get the log for you?

I have the same problem as an administrator and having an administrator access, I have activated logs.
The client can't download them for me because I activated them, and I can't download them because I have grant access !!!!
